Functions of Union Parishad
Sections 30, 31, 32 and 33 of the Local Government (Union Council) Ordinance, 1983 deal with the functions of the Union Parishad. The functions of the Union Parishad are mainly divided into five parts. The union council works in municipal, police and security, revenue and administration, development and poverty alleviation and justice in the union area.

Municipal functions
Section 30 of the Local Government (Union Council) Ordinance, 1983 deals with municipal works. Municipal functions are divided into two categories, mandatory and optional functions. However, in addition to these functions, the government may order all or specific Union Parishads to perform other duties. The government can give responsibility to the Union Parishad through any other law in force. Union Parishad has 10 compulsory tasks and 38 optional tasks.


Mandatory functions

Law maintains law and order and assists the administration in this regard.

Takes various measures to curb crime, disorder and smuggling.

It carries out activities in agriculture, plantation, fisheries and animal husbandry, health, cottage industry, irrigation, communication etc.
Expand family planning activities.
Develop local resources and ensure their utilization.
Protects public property like roads, bridges, culverts, dams, canals, telephones, electricity etc.

The development of Rastmaghat at the village level is the responsibility of the Union Parishad. Union Parishad constructs and preserves rastma, pool, culvert for movement and taking produce to the market. The Union Parishad took initiatives to provide electric lights along Rastma for the convenience of public movement. Union Parishad planted trees on both sides of Rastma and encouraged people in this regard.
Education, Agriculture, Health and Family Welfare
The Union Parishad carries out the responsibilities of improving the management of village primary schools, encouraging school-going boys and girls to go to school and implementing various educational programs of the government. The Union Council plays an active role in developing and implementing plans and programs for agricultural development and production of food crops and bringing more land under cultivation and producing additional crops on cultivated land based on empirical studies.
Drinking water supply
The management of clean drinking water is one of the responsibilities of the Union Parishad. For this, the Union Parishad excavates, re-excavates and preserves wells, ponds, ponds, etc. and ensures that the water of these is not polluted by any other use. Union Parishads play an important role in installing tube wells at convenient locations and maintaining them.
Culture and Social Welfare
Apart from developmental work, the Union Parishad does some cultural and social welfare work. One of these is the establishment of a library. The Union Parishad establishes a library in the Union Complex. It arranges night schools for the elderly. The Union Parishad is responsible for celebrating national festivals, organizing fairs and exhibitions, organizing sports and sports competitions, arranging grounds and gardens, etc. for mental entertainment.


Police and security
The Government, by Gazette Notification, prescribes the establishment of village police forces in rural areas and their recruitment, regulation of training and discipline and their conditions of service. Part II of the First Schedule to the Ordinance specifies the powers and duties of the Village Police Force. If the District Commissioner considers that special measures are necessary for village defense or public safety in any part of the union territory, he can take such measures by issuing orders.
Revenue and Administration
In addition to performing its own duties, the Union Parishad:
Assists in revenue and general administrative work.

Assists revenue and officials and general administration in collection of revenue or land development tax. Conducts revenue and administration of the Union as directed by the District Commissioner, records revenue collection and assists in preparation of assessment lists, surveys or crop inspections.
Development and Poverty Alleviation
The center of village development is Union Parishad. The Union Parishad adopted development plans for the improvement of agriculture and cottage industries and the expansion of the cooperative movement and the increase of forest, animal and fishery resources. The Union Parishad prepares the development plan in such a way that the projects assigned to it such as agriculture, education, communication, health, cottage industries etc. are shown separately. In order to relieve the rural people of Bangladesh from the hassle and expense of dispute resolution and litigation, the government has primarily entrusted the responsibility of the judicial system in the rural areas to the Union Parishad. The Union Parishad can try certain types of cases, both criminal and civil, by forming village courts.


The chairman is the focal point of all the work of the union council. He is the chief executive of the council, approval of the chairman is required for taking any decision of the council. In a word, the chairman is responsible for overseeing all types of work of the union including municipal, development, revenue, administration.
